Sorry if this is a misunderstanding, but surely

 <simpleType name='myDecimal'>
     <restriction base='decimal'>
       <maxExclusive value='100'/>
       <minExclusive value='-100'/>
     </restriction>
 </simpleType>

would be somehow more appropriate?
