Yes and no.  The constructive rules of XML Schema 1.0 do indeed rule
it out.  The spirit (content models which accept a subset of their
base should be OK) would allow it, and as the public drafts of XML
Schema 1.1 have made clear, XML Schema 1.1 will make that official.
