Use attributes if you want to provide additional clarification that a human
reader might require to understand the data.

That's an interesting inversion of the usual rule for document-oriented XML,
where the convention is to use elements for things that the human reader is
expected to read, and attributes for the metadata which is typically
interpreted by software.
