If you mean W3C Recommendation or standard, I think the answer is "no", 
but some widely used tools do dump PSVIs into XML.  One place to start 
would be at [1], which is a page on which Michael Sperberg-McQueen shows 
some of the scripts he uses to get at PSVI dumps.  I'm not sure whether 
that page is up to date, but I'm copying Michael who can comment as 
necessary.
