No, that in XML Schema should be:

<xs:complexType>
     <xs:choice maxOccurs="unbounded">
         <xs:element ref="a"/>
         <xs:element ref="b"/>
         <xs:element ref="c"/>
     </xs:choice>
</xs:complexType>
