No - I think that's both a UPA issue and a co-constraint in one....

If you are validating from Java or the command line you might like to
try out xchecker http://xchecker.sf.net/

That would allow you to embed XPaths in the schema to check that each
<TYPE> contains the correct number of <OPTION>'s based on @class.
