The vc: filter is not implemented in Saxon 9.1. It will be available in
Saxon 9.2.

Saxon's implementation of XSD 1.1 is progressive, over a number of releases.
The list of what's implemented in Saxon 9.1 can be found here:

This list will be considerably expanded in 9.2, though conformance will
still be incomplete.
